Komu­ni­kat od ICM o zamknię­ciu czę­ści A pro­gramu publi­ko­wa­nia otwar­tego.

Else­vier poin­for­mo­wał ICM o zamknię­ciu czę­ści A pro­gramu publi­ko­wa­nia otwar­tego z dniem 28.10.2022 r., co wynika z wyczer­pa­nia praw­do­po­dob­nej puli arty­ku­łów na 2022 r., która zosta­nie okre­ślona w ramach nego­cjo­wa­nej jesz­cze nowej umowy na licen­cję kra­jową Else­vier 2022-2024. ICM ma nadzieję, że MEiN podej­mie osta­teczną decy­zję w spra­wie tej umowy do końca paździer­nika. ICM popro­sił Else­vier o przed­sta­wie­nie szcze­gó­ło­wych mecha­ni­zmów zamknię­cia pro­gramu zapew­nia­ją­cych, że żaden autor, który sko­rzy­stał z pro­gramu, nie będzie nara­żony na żąda­nie pokry­cia opłaty APC. Else­vier ma przed­sta­wić te infor­ma­cje w naj­bliż­szych dniach. Przy­po­mi­namy, że pro­gram A (publi­ka­cja bez opłaty APC dla autora) był ofe­ro­wany tylko dla arty­ku­łów wysła­nych do recen­zji w 2022 r. Pro­gram B (publi­ka­cja z obni­żoną opłatą APC dla autora), który jest ofe­ro­wany dla arty­ku­łów wysła­nych do recen­zji przed 2022 r., będzie wciąż dzia­łał. Nowa pula pro­gramu A będzie dostępna od początku 2023 r. dla arty­ku­łów wysła­nych do recen­zji w 2023 r.

2. Pro­gram publi­ko­wa­nia otwar­tego w ramach licen­cji kon­sor­cyj­nej IOP

Pro­gram jest prze­zna­czony dla auto­rów kore­spon­den­cyjnych afi­lio­wa­nych w insty­tu­cjach uczest­ni­czą­cych w kon­sor­cjum IOP, także auto­rom z Naro­do­wego Cen­trum Badań Jądro­wych. Pro­gram pozwala na publi­ka­cję, na licen­cji CC-BY, bez opłat dla auto­rów okre­ślo­nej liczby arty­ku­łów przy­ję­tych do publi­ka­cji w bie­żą­cym roku.

Pro­gram działa od 1 stycz­nia 2021 r. z nową roczną pulą 60 arty­ku­łów. Poprzed­nia roczna pula 60 arty­ku­łów została wyczer­pana 14.12.2021.

Decy­zją wydawcy z 7 listo­pada 2022 pula arty­ku­łów dostęp­nych w pro­gra­mie publi­ko­wa­nia otwar­tego IOP w ramach naszej licen­cji kon­sor­cyj­nej (60) została zwięk­szona o 10 arty­ku­łów – pro­gram został wzno­wiony. Zwięk­sze­nie puli arty­ku­łów nastą­piło w związku z udzia­łem naszego kon­sor­cjum w testo­wa­niu nowej plat­formy Chro­no­sHub słu­żą­cej do obsługi pro­gramu.

3. Pro­gram publi­ko­wa­nia otwar­tego Sprin­ger 2022-2024

Pro­gram umoż­li­wia auto­rom, afi­lio­wa­nym w pol­skich insty­tu­cjach aka­de­mic­kich, w tym Naro­do­wemu Cen­trum Badań Jądro­wych, publi­ko­wa­nie arty­ku­łów otwar­tych.

Koszty publi­ka­cji arty­ku­łów pokry­wane są ze środ­ków MEiN.

Ostat­nia aktu­ali­za­cja 11.10.2022: zostało wyko­rzy­stane 395 arty­ku­łów z puli 1311 arty­ku­łów na 2022 r. Pro­gram OA Sprin­ger został wzno­wiony w lipcu 2022 r. w związku z potwier­dze­niem planu dofi­nan­so­wa­nia przez MEiN. Uwaga: afi­lia­cja auto­rów w pro­gra­mie jest wery­fi­ko­wana wyłącz­nie przez lokal­nych admi­ni­stra­to­rów w insty­tu­cjach.

4. Pro­gram publi­ko­wa­nia otwar­tego w ramach licen­cji kon­sor­cyj­nej

Ostat­nia aktu­ali­za­cja 04.11.2022: Pro­gram został wzno­wiony 1 listo­pada 2022 i obej­muje pulę 70 arty­ku­łów. W naj­bliż­szym cza­sie przed­sta­wi­ciel OUP będzie kon­tak­tować się z auto­rami w celu doko­na­nia retro­kon­wer­sji.

Pro­gram jest prze­zna­czony dla auto­rów kore­spon­den­cyjnych afi­lio­wa­nych w insty­tu­cjach uczest­ni­czą­cych w kon­sor­cjum OUP, które dodat­kowo zgło­siły się do pro­gramu publi­ko­wa­nia. Pro­gram obej­muje 352 cza­so­pism hybry­do­wych OUP (uwaga: lista zawiera rów­nież cza­so­pi­sma, które nie są włą­czone do pro­gramu, patrz opis w 4. kolum­nie). Wydawca zastrzega sobie prawo do zmian w liście tytu­łów obję­tych pro­gramem, aktu­alna lista znaj­duje się na stro­nie wydawcy. Pro­gram pozwala na publi­ka­cję bez opłat dla auto­rów okre­ślo­nej liczby arty­ku­łów OA przy­ję­tych do publi­ka­cji w bie­żą­cym roku. W 2020 r. pula arty­ku­łów wyno­siła 204, z czego wyko­rzy­stano 30. W 2021 r. pula wyno­siła 100 arty­ku­łów, z czego wyko­rzy­stano 62 (osta­teczna infor­ma­cja z dnia 18.03.2022 r.). W roku 2022 pro­gram będzie obej­mo­wał zmniej­szoną w sto­sunku do roku ubie­głego pulę 70 arty­ku­łów. Pula ta nie jest roz­dzie­lona na insty­tu­cje i arty­kuły są włą­czane do pro­gramu w kolej­no­ści zgło­szeń doko­ny­wa­nych przez auto­rów po przy­ję­ciu arty­ku­łów do publi­ka­cji.

Autor arty­kułu zaak­cep­to­wa­nego do publi­ka­cji powi­nien wypeł­nić for­mu­larz on-line zgod­nie z instruk­cją wydawcy. Autor kore­spon­den­cyjny powi­nien posłu­gi­wać się adre­sem e-mail z domeny insty­tu­cji uczest­ni­czą­cej w pro­gra­mie, co gwa­ran­tuje, że sys­tem auto­ma­tycz­nie prze­śle zapy­ta­nie o wery­fi­ka­cję arty­kułu do admi­ni­stra­tora kon­sor­cjum. Autor posłu­gu­jący się e-mailem spoza domeny insty­tu­cji po otrzy­ma­niu akcep­ta­cji arty­kułu od redak­cji powi­nien dodat­kowo skon­tak­tować się z koor­dy­na­to­rem. Koor­dy­na­to­rem licen­cji i pro­gramu OUP od 2021 r. jest firma Ebsco, osoba kon­tak­towa: Anna Abra­mow­ska – AAbra­mow­ska­@eb­sco. com. 1. Else­vier Open Publi­shing Pro­gram

Anno­un­ce­ment from ICM about the clo­sure of Part A of the Open Publi­shing Pro­gram.

Else­vier has infor­med ICM of the clo­sure of Part A of the publi­shing pro­gram ope­ned on Octo­ber 28, 2022, which results from the exhau­stion of the pro­ba­ble pool of artic­les for 2022, which will be deter­mi­ned as part of the new Else­vier 2022-2024 natio­nal license agre­ement, which is still being nego­tia­ted. ICM hopes that MEiN will make a final deci­sion on this agre­ement by the end of Octo­ber. ICM asked Else­vier to pro­vide deta­iled pro­gram clo­sure mecha­ni­sms to ensure that any authors who have bene­fi­ted from the pro­gram will not be sub­ject to an APC fee claim. Else­vier is expec­ted to pro­vide this infor­ma­tion in the coming days. As a remin­der, Scheme A (Author Free APC Publi­ca­tion) Was only offe­red for artic­les sent for review in 2022. Scheme B (Redu­ced Author APC Publi­shing), which is offe­red for artic­les sub­mit­ted for review before 2022, will still work. The new Pro­gram A pool will be ava­ila­ble from early 2023 for artic­les sub­mit­ted for review in 2023.

2. IOP Open Publi­shing Pro­gram

The publi­shers’ deci­sion of Novem­ber 15, 2022, the pool of artic­les inc­lu­ded in the open IOP publi­shed pro­gram under our con­sor­tium license (60) has been chan­ged by 10 artic­les – the pro­gram has been resu­med. Incre­asing the pro­duct pool to incre­ase our con­sor­tium in testing the new Chro­no­sHub plat­form used to sup­port the pro­gram

The pro­gram is inten­ded for cor­re­spon­ding authors affi­lia­ted with insti­tu­tions par­ti­ci­pa­ting in the IOP con­sor­tium, inc­lu­ding authors from the Natio­nal Cen­ter for Nuc­lear Rese­arch. The pro­gram allows you to publish, under the CC-BY license, free of charge for the authors of a cer­tain num­ber of artic­les accep­ted for publi­ca­tion in the cur­rent year.

The pro­gram has been ope­ra­ting since Janu­ary 1, 2021 with a new annual pool of 60 artic­les. The pre­vious annual pool of 60 items Was exhau­sted on Decem­ber 14, 2021.

3. Sprin­ger Open Publi­shing Pro­gram 2022-2024

Last upda­ted 10/11/2022: 395 artic­les from the pool of 1,311 artic­les for 2022 have been used.

The OA Sprin­ger pro­gram Was resu­med in July 2022 due to the con­fir­ma­tion of the co-finan­cing plan by the MEiN.

Note: Authors’ affi­lia­tion with the pro­gram is only veri­fied by local admi­ni­stra­tors at insti­tu­tions.

The pro­gram ena­bles authors affi­lia­ted with polish aca­de­mic insti­tu­tions, inc­lu­ding the Natio­nal Cen­ter for Nuc­lear Rese­arch, to publish open access artic­les.

The costs of publi­shing artic­les are cove­red by the MEiN.

4. OUP Ope Publi­shing Pro­gram

The pro­gram has been resu­med on Novem­ber 1, 2022 and deli­ve­red a pool of 70 artic­les. OUP repre­sen­ta­tive will con­tact the authors in due time to per­form the retro­co­nver­sion.

The pro­gram has been ope­ra­ting since Janu­ary 1, 2021 with a new annual pool of 60 artic­les. The pre­vious annual pool of 60 items Was exhau­sted on Decem­ber 14, 2021.

The publi­shers’ deci­sion of Novem­ber 7, 2022, the pool of artic­les inc­lu­ded in the open IOP publi­shed pro­gram under our con­sor­tium license (60) has been chan­ged by 10 artic­les – the pro­gram has been resu­med. Incre­asing the pro­duct pool to incre­ase our con­sor­tium in testing the new Chro­no­sHub plat­form used to sup­port the pro­gram.

The pro­gram is inten­ded for cor­re­spon­ding authors asso­cia­ted in insti­tu­tions asso­cia­ted in the OUP con­sor­tium, who addi­tio­nally applied for the publi­shing pro­gram. The pro­gram inc­lu­des 352 hybrid OUP jour­nals (note: the list also inc­lu­des jour­nals that are not inc­lu­ded in the pro­gram, see descrip­tion in column 4). The publi­sher rese­rves the right to change the list of titles cove­red by the pro­gram, the cur­rent list is ava­ila­ble on the publi­sher’s website. The pro­gram allows authors to publish, free of charge, a cer­tain num­ber of OA artic­les accep­ted for publi­ca­tion in the cur­rent year. In 2020, the pool of artic­les Was 204, of which 30 were used. In 2021, the pool Was 100 artic­les, of which 62 were used (final infor­ma­tion of March 18, 2022). In 2022, the pro­gram will cover a pool of 70 artic­les, redu­ced com­pa­red to the pre­vious year. This pool is not divi­ded into insti­tu­tions, and artic­les are inc­lu­ded in the pro­gram in the order in which they are sub­mit­ted by authors after the artic­les are accep­ted for publi­ca­tion.

The author of an article accep­ted for publi­ca­tion sho­uld com­plete the online form in accor­dance with the publi­sher’s instruc­tions. The cor­re­spon­ding author sho­uld use an e-mail address from the domain of the par­ti­ci­pa­ting insti­tu­tion, which guaran­tees that the sys­tem will auto­ma­ti­cally send a requ­est to review the article to the con­sor­tium admi­ni­stra­tor. The author using e-mail from out­side the insti­tu­tion’s domain, after rece­iving the edi­to­rial appro­val of the article, sho­uld addi­tio­nally con­tact the coor­di­na­tor.
